Theme: Executive Meeting from 09.02.2006

On today's meeting, the Government has adopted the specific requirements for the genetically modified food and forage, through the Decision on the traceability and labeling of genetically modified organisms and traceability of food and forage which are obtained from genetically modified organisms.

The adoption of the Decision aims at facilitating the suitable labeling, the monitoring of the effects on environment, and according to the case, on human and animal health and the enforcement of the suitable risk management measures which include, whether necessary the withdrawal of the products from the market.

The Decision provides that, in the first stage of the market withdrawal of a product made of or which contains genetically modified organisms, the operators should convey to the other operators who take over the products the following: the product contains or is made of GMOs and the unique identification code/ codes attributed to these GMOs.

The labels of the pre-packed products made of or containing GMOs should have the mention: „This product contains genetically modified organisms”, or “This product contains genetically modified.” Also, for the non pre-packed products, destined to the final consumer, a notice which would accompany the exposure to sale of the products should include the mention: “This product contains genetically modified organisms” or This product contains” name of the organism/ organisms”, genetically modified”.

There are excepted from this provision the products destined to the direct use as food, forage or for processing, which contain GMOs traces in a smallest amount of 0,9%, provided that these traces are accidental or inevitable from the technical point of view.

When the products obtained of GMOs are introduced on the market, the operators should make sure that the following information is conveyed, in writing to the operator who receives the product: a notice about each of food ingredients obtained from GMOs, a notice about each forage or forage additives obtained from GMOs, a notice according to which the product is obtained from GMOs, in case of products which do no have a list of ingredients.

The non observance of the provisions on the information, the non labeling of products, the non observance of the traceability requirements, and the refusal of the operators to allow the access of the competent authorities' inspectors, to provide materials and the requested data or the obstruction of the competent authorities from the exercise of their duties are considered as contraventions and will be sanctioned with fines between 500 RON and 6000 RON.

The National Sanitary Veterinary and for Food Safety Authority and the National Authority for Consumers' Protection, in cooperation with the Ministry of Agriculture, Forests and Rural Development, Ministry of Health and the Ministry of Environment and Waters' Management supervise the way the provisions of this legal document are fulfilled.

The Adoption of this Decision creates the legal framework for the implementation, as of the EU accession date, of the Regulation of the European Parliament and the European Union Council no. 1830/ 2003/ CE on the traceability and labeling of the modified organisms, and the traceability of the food and forage, produced from genetically modified organisms and which amends the Directive 2001/ 18/ EC, published in the EU Official Journal L 268 of October 18th 2003.

The legal document adopted by the Government becomes effective on June 30th 2006.

Today, the Government has decided to suspend until the end of the year, the enforcement of the provisions which conferred a series of advantages to the civil servants of the Parliament apparatus, the Government Spokesperson, Mrs Oana Marinescu has stated.

According to an Emergency Ordinance, the provisions of Law no. 7/ 2006 on the status of the parliamentary civil servant are suspended until December 31st 2006.

The personnel of the mining industry who is entitled to receive the meal tickets can benefit of a free hot meal provided when entering the shift by the trading companies of the mining sector.

Today, the Government has approved a Decision which regulates the provision of free hot meal to the entire personnel of the mining industry.

Also, the Executive has increased the value of the hot meal provided to the miners from 70.000 ROL per day to 85.600 ROL. This sum does not comprise the meal preparation related expenditure.
