Today, the Executive has approved at the proposal of Justice Minister, the setting up of inter- institutional commission for monitoring the fulfillment of objectives included within the cooperation and verification mechanism. There has also been approved the regulation for the organization and functioning of the National Trade Registry. Minister will also speak about a note he has presented on the Executive meeting, on the new strategy in the justice field and the preparations for the elaboration of the new anti-corruption strategy.

First, with respect to the Commission on the monitoring of actions in the field of the mechanism of cooperation and verification, I would like to tell a few words. I pursued more objectives through the adoption of this Executive Decision. A first one is the process simplification. Until the adoption of this Executive Decision, we had two commissions, one in charge of pursuing the implementation of nr 1 objective from mechanism. Starting from the undeniable truth that there are inextricable connections among the four objectives and from the interdependence of attributions in the justice field, in an institution dealing with justice – Justice Ministry, Upper Council of Magistracy, Public Ministry, on certain segments Ministry of Administration and Interior – we reached the conclusion that it is much simpler to have a single commission for the monitoring of this progress, actions within the mechanism for cooperation and verification in justice field.
We consulted with all institutions involved, including those mentioned, the National Agency of Integrity and National Anti-Corruption Directorate. We obtained the approval of all institutions involved and we promoted this legislative act to Executive Decision.
Other objective has been a greater transparency in the functioning of this commission. The meeting agenda will be published beforehand. We will issue reports to be further submitted to Executive. Representatives of magistrates’ association will be invited at the commission meetings. We met them. Thus, we will watch to achieve a concrete efficiency in the efforts made by other institutions in the justice field.
It is unrealistic in my opinion to consider that we can decisively progress on certain benchmarks without significant progress on the others. This is why, I believe the final result, positive one cannot be attained but by all institutions in cooperation. This commission will aim at such cooperation, a more efficient one.
In close connection with this legislative act, there was the note put forward to the Government, about the future action strategy in the justice field, strategy on public policies in justice field or on justice reforms.
As you know, the previous strategy did not function, it run out. A new strategy is required, centered on more pillars. Obviously, the main pillar and the central axis of this strategy is the codes’ implementation. The others derive from this fundamental objective. Until this implementation of codes, we pursue a series of other objectives of similar importance, either at legislative or institutional level.
At legislative level, I think we will have to intervene with provisions to accelerate and simplify the court procedures, but at the same time to simplify the procedures at the level of the High Court of Cassation and Justice. It would be a small reform until the big reform of codes implementation.
We estimate that this law on the acceleration of procedures and simplification of procedures at the level of the High Court of Cassation and Justice will appear until mid this year, after cooperation with involved institutions.
The strategy pursues issues relative to institutional reforms both at the level of Justice Ministry – last year, we started a process of Ministry reforming and we want it to continue this year too, and also at the level of other institutions such as: Upper Council of Magistracy and Public Ministry.
Finally, we do not start from the premise that we limit the justice field, to magistrates, magistracy, litigation act, we extend our focus through this strategy on legal professions decisively contributing to a good justice act, both during litigation, speaking of lawyers, but also prior to any litigation, if we speak about the notaries’ activity field, or after the conclusion of justice act, referring to court enforcement officers.
The strategy is practically finalized at the Justice Ministry, we await the publication of country’s report, the intermediate stage from February, I outline that the country’s report is published in July, but in February, there are a series of intermediate technical considerations in order to implement, if necessary, other recommendations from this report and launch it practically in debate with the Upper Council of Magistracy and magistrates’ associations, magistrates. I will pay a series of visits in the country to this end.
As you have been informed, there is other legislative act proposed by the Justice Ministry, an Executive Decision approving the Trade Registry’s functioning regulation. Through this regulation, we aim on the one hand to effectively enact the provisions of Law 329 from 2009 at the level of Trade Registry; we cut in the number of posts from nearly 2.300 posts to 1.787 making obviously structural reorganizations, deriving from these cuts.
We pursued the reorganization of Trade Registry further to the reform consisting in the change of registration procedures, whereby withdrawal of delegate judge from Trade Registry.

Thank you Minister. Today, with respect to the relations between Romania and the Republic of Moldova, the Executive approved through a decision, the earmarking of 585.000 lei for the opening and functioning of the border crossing point and of the customs bureau from Radauti – Prut – Lipcani. The sum was earmarked from the budgetary reserve fund, available to Executive, for the local public authorities from Botosani county.
