The Executive has amended via an emergency ordinance, the Water Law 107/ 1996, whereby it harmonizes the national legislation with the EU one in the field of waste waters treatment, protection of waters against pollution with nitrates from agricultural sources, as well as the prevention and integrate control of pollution, Minister of Environment and Forests, Mr. Laszlo Borbely has announced.
“The legislative act stipulates some regulations with respect to the programmes of measures from the management plans of river basins and what is of utmost importance, penalties are being introduced for the non – performance of some maintenance and repair works”, Environment and Forests Minister has stated.
Minister Laszlo Borbely has added that penalties are being introduced in the water legislation, for the release of building authorizations without notice upon location, as well as for the non – equipping of hydro-technical constructions with necessary fittings. Provided the riverside or the territorial – administrative units do not observe the compulsoriness of managing river banks in the set areas, penalties will be enforced upon them.
“This legislative act sets the end of 2013 as deadline for the finalization of risk maps and management plans, comprising prevention, protection and preparation measures for intervention, until 2015”, Minister Laszlo Borbely has stated.
The Executive’s emergency ordinance was subject of consultation with associative structures of local public administration authorities, according to legislation in force.
